SAVE & PROTECT 'BALIKON' Pangolin (anteater)
The residents and friends of Culion, Palawan request your support in
our initiative for the protection, preservation and propagation of
Manis Culionensis locally known as “Balikon”. An endemic species of our
town Culion.
We want to declare it as endangered now and the efforts to stop the
extinction of this rare animal and stop the destruction of their
natural habitat.
In this initiative we would like to declare Culion area as habitat for Manis Culionensis,
as it derive its name CULION-ensis…

Did you know? A pangolin’s tongue is attached near its pelvis and last pair of ribs, and when fully extended is longer than the animal’s head and body.
Pangolins help increase species diversity. The burrows they create are also used by other animals for shelter and breeding habitat.

the provision of R.A. 9032 is now being violated by those who are insisting the construction of RHU bldg. THAT NO PART OF THE HOSPITAL ZONE SHALL INCLUDE RESIDENTIAL, COMMERCIAL... YET THEY STILL INSIST AND LOCAL GOVT CODE PROVIDES THAT ...any gov't. project to be implemented must have proper consultation with Sanguniang Bayan prior to its implementation. the SB shall authorize the mayor to allow the implementation of such project...

DO HEREBY MANIFEST OUR indignation for the continuous destruction, removal and alteration of our heritage sites, buildings and structures in the name of development and project implementations by un-scrupulous gov't officials without public consultation for social acceptability and utter disregard to environmental impact as well as the respect that must be accorded to historical value of the area or the structure that are part of the past including the aesthetic value of the old town.
WHEREAS; people has already petitioned the municipality as well as the Department of Health region IV expressing their sentiments and outright opposition to the construction of the RHU, and had resolved among others to request the DOH as the funding agency of this project as well as the municipal govt as the recipient to immediately stop the construction pending proper consultation, endorsement and the authorization of the Local Chief Executive (LCE) to enter into a memio agg. with the Department of Health.
WHEREAS; the blatant disregard of the proponent constructing the RHU Bldg to heed the call of the public, as well as the municipality's failure to consider the general public clamor to stop the construction as it is not the best and the right place to put up a RURAL HEALTH UNIT FACILITIES. and it will cause irreparable damage to a heritage site, the pro-land use principles, as well as the aesthetic beauty of the place.
WHEREAS; there is an existing RHU facilty in bgy Patag which may cater and provide medical services to more remote barangays such as Halsey, Binudac, and or sitios such as Demipac, Katuldan, Kabul kabul, Botnongan, Cabulihan, Mampoc, and others…
WHEREAS; if (MHO) Municipal Health Office shall be deemed proper to be establish in the poblacion,, there are DOH buildings that can be renovated and functional Municipal Health Office.
WHEREAS; The SB has invited the peoples representatives as well as the bgy official to hear their petition and to make the necessary legislative measure to address the problem of RHU bldg. construction at the former Bachelors hall and was made into a stage and a place to hold programs and other activities.
WHEREAS, the SB failed to adopt theMemorandum Of Agreement (MOA) between theLocal Chief Executive (LCE) and the Reg. Dir. of the DOH, thus did not authorized the Local Chief Executive (LCE) to enter into the Memorandum Of Agreement (MOA). A clear violation of the Local Gov't Code and other rule of law.

Etymology: Honoring an American medical doctor, Howard Windsor Wade M.D., who served as a doctor in Culion Leper Colony.
Distinguishing features: The plant has narrow leaflets and a ribbed sclerotesta that is symmetrical. Seeds are ovoid or spherical in shape brown-orange in color and 14-19 mm wide and 15-17 mm in length. Leaves are deep green semi glossy.
Danger: Seed is poisonous if ingested.
Parts of plant are poisonous if ingested.
Habitat: Exclusive only from the island of Culion, Palawan in Halsey Harbor and the large open area of cogonal grande in Patag, Quezon and Dita
Causes for Protection:
1. People are unaware of the endangered status of the flora.
2. Unabashed extraction of the flora for ornamental collections and horticultural trade.
3. Absence of flora inventory as reflected by IUCN 2009 Red List.
4. Habitat destruction related to burning of grasslands to regenerate growth of grass for grazing purposes.
5. Conversion of habitat to residential properties.
6. The protected area system is weak and enforcement of the existing law is inadequate.
7. No protection or conservation program is in place to protect the flora and the habitat.
8. No recent study on the flora and habitat.
9. No Fire Marshall or Fire Department.
10. The flora takes several years to grow, sexual reproduction takes place after 10 years of exclusive vegetative growth.
History: E.D. Merrill, an American botanist, went to Culion, Palawan in February 11, 1902 to observe and collect materials from this taxon. The species was reported by Foxworthy in 1911 as Cycas cairnsiana based on E. D. Merrill's 1902 study. Later Merrill obtained more materials from Dr. H. W. Wade, an American pathologist, who served as a doctor in Culion Leper Colony. Merrill had received more materials from Dr. Herre of Culion and W. H. Brown to look closely on this taxon. In 1936 Cycas Wadei, was reported by E. D. Merrill as a new species of the Cycadacea and know with certainty only grows in Culion.

CNHS-CULION NATIONAL HIGH SCHOOL- PROPOSED PROJECTS
"CNHS keeps on doing everything for the welfare and benefits of students. The school is now facing with a number of perplexing challenges. One, is to build perimeter fence around the school for the safekeeping of students. Likewise, to ensure the security of the entire campus. Another is to concretize the playgound/quadrangle, and the pathway from the main gate, also to ensure that students could go inside the campus in safe and to facilitate all the activities in the quadrangle/playground by all teachers and students with convenience and conducive learning venues..."

OUR PETITION.. BASIN PANTALAN VS PPA
WE, PEOPLE OF CULION WANT TO LET THE PPA OF CULION BE OPEN TO ALL CULIONAIRE..
BECAUSE WE SIMPLY ASSESS A NUMBER OF UNFOUNDED ASSERTIONS OF PPA
The Philippine Port Authority (PPA) has established a Port system on the center of the Old Town; Presently the seat of the municipality. Whereby, the site is the Old Pier, which is a Historical Site. It is the Landmark in the founding of the Colony and a Cultural Heritage of the people of Culion as the best recreational area, i.e.
1. and the municipal center and economic lifeline for sustenance fishing by the residents of Culion like "PASABIT" "PAKASKAS" are now closed if not you have to pay to enter the pantalan
2. The Marina locally known as "BASIN" which serves as the best training ground for amateur swimmers and the district swimming team was being destroyed already,
3. the Children's Park - Lara Park was also vanished,
4. the Communication Tower which one of the last two(2) remaining American Communication Towers in our country is being threatened,
5. the nearby Sacred Heart Chapel, is practically in bad location now as they took almost all its space..
this only meant of destroying all of these with serious drastic effect to the existing socio – economic and cultural well being of the people of Culion and eventually erase the aesthetic beauty of the Old Town.
The Old Town known as Poblacion is not for all practical reason suitable and ideal place and site for the development of an industrial and commercial port;
1. The road network leading to the Old pier is narrow with NO ROOM FOR EXPANSION. Thus, the port system continued and established the volume of traffic of cargoes and passengers cannot accommodated the existing networks of roads and resulted to negative environmental impact to the general area of Poblacion and consequently result to negative economic impact to the Municipality.
2. The proposed PPA is within the 5 miles radius of another PPA situated in Coron Municipality. Thus, violated of its own basic policy, not to establish the two-port system within the 5 miles radius.
3. This port is practically not SAFE haven for all sea crafts during bad weather inclement such as typhoon and strong north easterly winds "ANIHAN", nor does it merit horizontal expansion as both sides ends to protruding intertidal reef zones which are incidentally being proposed as marine protected areas.
4. The draft of comprehensive land and water use program is now compromised as the old port and its vicinity has been proposed by the local residents to be zoned as a tourism port, park, facilities and destination.
5. The CLWUP (the people) proposes to develop a Fishery Port in the Jardin – Culango coastal area and an International Container Port at the Halsey Harbor. Thus, incontradiction to the will of the people.

! THE LOCAL LEADERS WERE MADE TO BELIEVE THAT THE PROJECT ONLY INTENDS TO REPAIR AND IMPROVE THE OLD PORT WITHOUT NECESSARILY DESTROYING THE LANDSCAPE INCLUDING RECLAMATION OF THE BASIN AND THE FENCING OF THE AREA.

BECAUSE WE SIMPLY ASSESS A NUMBER OF UNFOUNDED ASSERTIONS OF PPA
The Philippine Port Authority (PPA) has established a Port system on the center of the Old Town; Presently the seat of the municipality. Whereby, the site is the Old Pier, which is a Historical Site. It is the Landmark in the founding of the Colony and a Cultural Heritage of the people of Culion as the best recreational area, i.e.
1. and the municipal center and economic lifeline for sustenance fishing by the residents of Culion like "PASABIT" "PAKASKAS" are now closed if not you have to pay to enter the pantalan
2. The Marina locally known as "BASIN" which serves as the best training ground for amateur swimmers and the district swimming team was being destroyed already,
3. the Children's Park - Lara Park was also vanished,
4. the Communication Tower which one of the last two(2) remaining American Communication Towers in our country is being threatened,
5. the nearby Sacred Heart Chapel, is practically in bad location now as they took almost all its space..
this only meant of destroying all of these with serious drastic effect to the existing socio – economic and cultural well being of the people of Culion and eventually erase the aesthetic beauty of the Old Town.
The Old Town known as Poblacion is not for all practical reason suitable and ideal place and site for the development of an industrial and commercial port;
1. The road network leading to the Old pier is narrow with NO ROOM FOR EXPANSION. Thus, the port system continued and established the volume of traffic of cargoes and passengers cannot accommodated the existing networks of roads and resulted to negative environmental impact to the general area of Poblacion and consequently result to negative economic impact to the Municipality.
2. The proposed PPA is within the 5 miles radius of another PPA situated in Coron Municipality. Thus, violated of its own basic policy, not to establish the two-port system within the 5 miles radius.
3. This port is practically not SAFE haven for all sea crafts during bad weather inclement such as typhoon and strong north easterly winds "ANIHAN", nor does it merit horizontal expansion as both sides ends to protruding intertidal reef zones which are incidentally being proposed as marine protected areas.
4. The draft of comprehensive land and water use program is now compromised as the old port and its vicinity has been proposed by the local residents to be zoned as a tourism port, park, facilities and destination.
5. The CLWUP (the people) proposes to develop a Fishery Port in the Jardin – Culango coastal area and an International Container Port at the Halsey Harbor. Thus, incontradiction to the will of the people.

! THE LOCAL LEADERS WERE MADE TO BELIEVE THAT THE PROJECT ONLY INTENDS TO REPAIR AND IMPROVE THE OLD PORT WITHOUT NECESSARILY DESTROYING THE LANDSCAPE INCLUDING RECLAMATION OF THE BASIN AND THE FENCING OF THE AREA.

Reforestation is essential to the restoration of many natural habitats. Forested buffers that lie between land and water are an essential part of the ecosystem. In some parts of the country, however, they are disappearing at an alarming rate. Reforestation programs attempt to preserve and restore forested buffers and natural forests.

4) PEACE (all the retreatants have been in awe of the tranquility of the place - one they have not experienced elsewhere - and i surmise that is because it is not just about the view but even the predominant kindness that one senses a harmony - which can and is in danger of being damaged by all the news we are getting, in the end, we know peace is about right relationships and if there is injustice then definitely there is incorrect relationship between authority and people, between money and who needs it, between man and his environment etc.
